Are there any verbs after which "if" and "whether" can be used interchangeably?

hi,

I think "If or whether" can be used in a sentence that focuses on alternatives: yes or no... X or Y

for example : Let me know if/ whether you have a plan (X) or an idea (Y).

I don't know if / whether my cell phone will work here. - Indirect questions --> Will my cell phone work here ?

Manhattan GMAT SC guide suggests to use "if" for conditions, otherwise "whether". I don't know it as a grammar rule, but for the sake of scoring in the GMAT you can follow the advice. In conversational English you may find that people use "if" and "whether" interchangeably in many situations.
