I pick A

--> who they say has continued to appear to them over the ensuing years

who appears before the verb appear ! and acts as the subject

whom is object and will come after the verb

This sounds awkward in this context, it changes the meaning. Probably, following example will be helpful in understanding this...

eg:
1) I have had my lunch. --> I ate my lunch.
2) I have my lunch
--> indicates possession of lunch.

Needless to mention, all other choices with "whom" are meaningless!
