Probably my assumption, but I think there a total of eight battle fields, of which ONLY ONE remained undeveloped. I choose D.

1. "only eight" is wrong - it is intended to be "only one". So, A and C goes off.
2. "one of the eight of the.." is awkward. So B goes off.
3. Question is whether one remained undeveloped or eight remained undeveloped. In line with my assumption above, I choose D.

(Btw, anyone see anything fishy in D?)

Yeah, a very lousy set of corrections.

BTW, it can't be D. D changes the meaning by impying that the battlefield will remain undeveloped by saying to remain undeveloped.

Simplify by saying:

The township approved plans to develop Pinceton battlefield,....
