should be between C and D.

C seems best.

A & B out for obvious reasons.

To me it seems that 'C' changes the meaning. I prefer 'D'.

D is my choice.

(A) in part that their steers should acquire certain characteristics not parallel in part/parly(B) in part for the acquisition of certain characteristics in their steers incorrect usage of acqusition
(C) partly because of their steers acquiring certain characteristics wrong tense
(D) partly because certain characteristics should be acquired by their steers wordy
(E) partly to acquire certain characteristics in their steers partly to.... partly to parallel

well, folks the OA is E................But my concern really is that how can cattle breeders acquire ccertain characteristics in their steers......................is it not for the cattle to imbibe those characteristics ..............

Parallelism: partly because ... and partly because ...

"certain characteristics should be acquired by their steers" sounds fine to me.
