Sentence has parallelism issue:
Requires something: Partly because … and partly because crossbreeding …. To establish parallel
Eliminate A and B

C, D and E:

C: because of – implies “their steers” acquired the characterstics and this propmoted cattle breeders to use it – eliminate it

D: Passive

E: Hold it

Answer: E

(A) in part that their steers should acquire certain characteristics
"in part" and "partly" - this is not parallel
(B) in part for the acquisition of certain characteristics in their steers
"in part" and "partly" - this is not parallel
(C) partly because of their steers acquiring certain characteristics
"their" has no clear antecedent. Also, the phrase has no verb, where the other part after the "and" does have a verb. Structure needs to be parallel too.
(D) partly because certain characteristics should be acquired by their steers
"should be acquired" changes the meaning.
(E) partly to acquire certain characteristics in their steers
This is parallel "partly...and partly". the verb "to acquire" is proper. While I don't like the pronoun "their" being so far from its antecedent (-ant or -ent?) it's the best choice of all of the answers.

OA is E
I marked C. :(
IMO D is wrong since we are talking about cattle breeders decision as of why they decided for cross breeding.

Thanks for the explanation

As jallenmorris said,

1) "should be acquired" changes the meaning original meaning.
2) partly ... should be acquired and partly... to provide are not parallel.
