D is ambiguous. What's upper level? Max size of fish? Who cares about max size? It's a min size that matters... Or may be <upper level> means MIN? I'm not sure, that's why my choice is C.

D is obviously wrong. Putting a minimal limit on the size of shrimp recreational fishermen are allowed to catch would be helpful.
An upper limit means that baby-shrimps are legal to be caught.
C looks fine.
