C it is. C and D were contenders
D can be negated because even though the size of shrimps is smaller, the total weigth of shrimps per catch could still stay the same as stated by premise: "shrimp harvest... by total weigth"

Paul,

D) *can't * be a contender at all.

The argument is essentially saying that since recreational fishermen catch the young fish in the esturies before they mature(and grow big and heavy) most of the fish caught by commercial fisherman now are less mature (and hence less heavy). Earlier commerical fisherman would catch fish which had plenty of time to mature undisturbed in the estury.

Imposing a *upper* limit like D) suggests would just make the problem worst.
