I will go with D
My guess: Gerunds are preferred in actual, vivid or fulfilled actions whereas Infinitives are preferred in potential, hypothetical or future events.

SC experts correct me if I am wrong!

a gradual reversion to + Noun

the raising of agricultural staples - Gerund form of the noun.
(running in the park(Gerund) at night is(verb) dangerous)

raise(verb) agricultural staples(direct object)

A should be it.
