IMO D prefer raise(action verb) over the raising.....(action noun) experts help

+1 A I think that D is wrong because it changes the meaning. It seems that they foresee IN ORDER TO raise something. The idea of purpose is not correct here. Don't forget to analyze the MEANING in the sentences. It is critical now with the new changes in the exam.

Yes, I agree with metallicafan that I chose this correct one based on the meaning. "to" in choice D expresses the purpose seems not suitable in this setence.
