A is wrong because of "mostly"
B is wrong because of "of" and "at"
C is wrong because of "the making"
D is correct
E is wrong because "massive subsidies' is compared to "making"

"massive federal subsidies"..."major local efforts" are parallel..

Are the inter changeable? I don't think so?
