We have to consider between two answer choices, (B) and (C), for the ending " it was in..."

I think the problem is in a redundancy "as fast as" that exists in (B).

As Kaplan always tells, if you have two good answer choices and don't know which one to chose, go for the shortest :wink:

I think there is no such thing as a "fast rate". At most you could say that a rate had a "fast increase", but you can't say that the rate "was fast".
