twice as fast as is correct idiom.
"it" refers back to "the rate..."
And use of "it..." makes the comparison logical

B. its not about the increase but rate of increase.
I believe D would have been correct had the year been anything greater than 1980's.

actually it is not the first time we get this kind of question but i am still not sure...
B is grammatically correct for me but I still have a problem : how can you say that a rate of increase is faster ? 
The increase is faster but not the rate of increase  no ?
Because of this I would go for C

OA is C
A should be discarded because it compares rate of increase with the 1970's. The same happens in E. D and B are wrong because the meaning is incorrect: a rate of increase can not be fast. Only C remains.

B is the answer?
Otherwise the comparison will not be correct.

I believe D is correct.
We are comparing the rate of increase in the 1980s to the rate of increase in the 1970s. In D, "that" modifies the rate (at the beginning of the sentance.
a) wrong comparison: 1980s rate (a rate) compare to 1970 (year)
b) "it" has no clear referant (does it refer to rate or the minority population). Actually, the correct pronoun for population should be "they"
c) what is unneccessary.
e) again incorrect comparison (same as A)
