To maintain ||sm we need 'in the 1970's' so our choices left are B and C.
'twice as fast as' is wrong. I think 'fast' is coverved in 'rate of increase' so we just need 'twice'

So answer is C!

Personally, I don't understand why it's not D. "that", in choice D, can refer to "the rate of increase of the minority population" the same way that "it", in choice C, suppose to refer to "the rate of increase of the minority population". Additionally, from what I understand, "it" is informal and if possible shouldn't be used in writing.

Cannot use "fast" to describe a rate. A rate is 2x greater or twice what it used to be. 2x = twice.

Therefore, A,B and D are out.

between C and E. E incorrectly says that the rate in the 80's is greater than the 1970s >>> Comparison problem.

We need to say it is two times greater than (twice what) it was in the 1970s
