We already discussed this question and correct answer is only C.

B is redundant rate of increase ... as fast as

In the 1980’s the rate of increase of the minority population of the United States was nearly twice as fast as the 1970’s.

we require "in" !!! Others change meaning ( without "in" )

(B) twice as fast as it was in
(C) twice what it was in

My Answer : C => concise

I am not entirely convinced that B is redundant !!
X ran twice as fast as Y

Here we are talking of "rate of increase" , so rate of increase can be "twice" not "twice as fast"

Here we are talking of "rate of increase" , so rate of increase can be "twice" not "twice as fast"
