C for correct parallesism.
Rewrite the original sentence.
rate.. was nearly twice in the 1980's what it (rate) was in 1970's

Another thing. 1980s event is described by "in 1980". So any comparison with 1970 should also use "in 1970"

also for C since the rate cannot be fast or slower.
