Definitely C.
Rate cannot be faster or slower as indicated in choices A and B.
E.g.: Smith's height is tall doesn't make any sense. Similarl is the case with "xyz's rate is faster".

My answer is B 1) as...as... creates a comparison. The first as is followed by an adjective or adverb. The second as is followed by a noun, a phrase, or even a whole claue. 2)Correct idiom is twice as fast as. 3) To relate quantities by multiplication, use times and as...as...together.

I think the correct answer is B.
Rate of increase can be faster or slower relative to another number.
As an example, if you substitute faster for slower it could say:
In the 1980's the rate of increase of the minority population of the U.S. was nearly twice as slow as it was in the 1970's. (1970's rate was 50%, 1980's rate was 25% - rate is slower, but still an increase)

As many people correctly pointed out, B tries to modify the noun "rate" as "fast", making the sentence illogical. In addition, B uses the pronoun "it" incorrectly. The pronoun "it" must refer to the SAME "copy" of thing. For example: -Mike saw a scrumptious piece of cherry pie at the shop. The temptation was too great, and he had to eat it. Here, "it" refers to the same piece of cherry pie, Mike had seen earlier. "it" in B refers to the same rate of increase that appears in the sentence earlier. Of course, this is incorrect, as the purpose is to compare two DIFFERENT rates. Hope this helps!

(A) twice as fast as (B) twice as fast as it was in (C) twice what it was in (D) two times faster than that of (E) two times greater than i would go with my layman level explanation.. is the rate of increase twice or two times..? i went with twice because ( the rate of increase is two times faster? or two times greater..) is not grammatically correct... Hence options D & E are knocked off... we are left with A, B & C A: as fast as 1970s? rate is compared with 1970s...WRONG B: rate as fast as it was in? rate is considered as speed? WRONG C: rate is twice as it was in 1970s... CORRECT Hence C is the answer

C is the best one here.
In spite of using "what it" (uncommon terminology), C seems to win by POE.

Rate can't be faster or slower. Therefore, C is the best answer.

Got it wrong - Picked B (Correct ans is C) 'Rate of increase' already indicates the speed. Adding 'as fast as' makes it redundent.
Thanks.

Picked C
Rate can't be faster - rate is usually higher or lower
A: rate of increase twice as fast as 1970 - makes no sense if taken literally i.e. rate can't be as fast as "1970 B: rate being fast issue C: rate... twice what it was in... (correct comparison) D: rate being fast issue E: double comparison "2 times" & "greater"
