Government is inefficient coz civil service employees loaf
Large part of the government is enefficient coz most of government workers are civil service employees!
SO we can infer III

B here as well - I and III because in the first part of the premise we find out how expensive it can be to fire a civil service employee, which in fact causes them to slack since the government is in no way benefiting from firing them - I, and then III stems from the last sentence - largely is the key word here, we can infer that most governement employees are civil service since the government is so ineficient because the civil service employees are such slackers. i wish i had that kinda job security ;]

one more vote for B.
but I'm not totally able to eliminate A . can we totally infer III..
'coz the question statement reads 'explains in large part why the government is so inefficient'. Thia might not necessarily mean most of the govt employees are civil servants. there could also be a case where in civil servants, though few in number, might be highly inefficient and hence, are responsible for the govt's inefficiency.
Need some explanation here.

I also chose B. Find it difficult to agree with OA. But the only reason why i'll leave out III is the use of "most government workers". Ideally it should have been all government workers or just government workers.
