How do you all get it correct. OA is A.

I picked B because I thought the line,"This explains in large part why the government is so inefficient." also implies that most of the govornment emplyees are civil service employee.

Can somebody explain why that is not true.

Let me re-write the above sentence in a far stronger tone.

[S2] The author is saying that the government is very inefficient entirely because civil service employees tend to loaf.

Even from the sentence [S2], we cannot definitely say that most government employees are civil service employees.

It's because they tend to loaf, not because they are great in number.
