III can be inferred because of the last sentence "This explains in large part why the government is so inefficient."

I didnt choose III bcoz :
If the passage had said, "explains why large part of govt was inefficient then 3 could be inferred". But passage says "explains in large, why govt is inefficient". This does not infer that most govt workers are inefficient.

This explains in large part why the government is so inefficient. :-> could also mean that other reason for being inefficinet is lack of funds, lack of idea and so on... so III can not be true!

That was a brilliant explanation remgoe! Even I chose B initially, but the OA is 'A'. Now I know why! :-)

Shouldnt it be A

III cant be inferred correctly. It can be the case when the people heading the departments are lazy, so people working under them also become lazy.
