Could (B) be the answer? The argument doesn't go so far to say that more government workers should be fired, thus eliminating II. If you look at the last line, the argument mentions that this is the reason for the inefficiency of the government. Nowhere else is the word government mentioned in the argument. The only way the government can become inefficient is if it had a large percentage of civil service workers. What do you guys think ?

I was wondering about the same thing. On exam day I would probably go with A (since that is a definite)
