This appears to be a retired question out of the official guide. Questions of this type, and by type I assume you mean easiness, indeed appear on the exam. You, however, may never encounter one this easy, depending on where the exam starts you during the quant section. Remember that the examine tests the aptitude of a wide range of quantitative abilities, and as such, must include questions generally considered to be easy (even if a bit too easy for some).

for Q1-(+,+)
for Q2-(-,+)
for Q3-(-,-)
for Q4-(+,-)
V lies in Q4, so, Answer=E

The figure shows the standard x and y axes plotted where distance between 2 points is 1 units
The x co-ordinate of point V is 7 and y co-ordinate of point V is -5
so point V can be represented as (7,-5)

Looking at the diagram we can count 7 places to the right, so the x-coordinate of V is 7, and we can count 5 places down, making the y-coordinate of V equal to -5. So V is at (7, -5).

We need not to even count the coordinates here since, as we can see that Point V lies in the IV quadrant.
Here only E satisfies the condition.
