e.g.

Ram and Shyam, who is going to the market, have done their homework. --> In this case, the modifier "WHO" is modifying only noun 2
Ram and Shyam, who are going to the market, have done their homework.--> In this case, the modifier "WHO" is modifying both Noun1 & noun 2

Both of the above uses are correct.
