The subject here is "the number" and it needs a singular verb, but the original sentence uses "the number .... have increased" which is wrong. B & C Are also wrong for the same reason.

Between D & E, D is a bit long and uses the unweildy and dubious phrase "in their performing of specific jobs" when "while performing specific jobs"

E is my choice.

Darth, kindly correct (E). there should be a 'has' at the end of the option. it's a typo i believe.

D if E has no typo (missing "has")
or E if there's 'has' missing in E at the end of the choice.

The number takes a singular verb, so A,B,and C are eliminated. Between D, and E, E is clearer and more consice than D, but if there's no 'has', then the simple past tense of rise is 'rose', not risen, so E should be eliminated as well.

i also think that there is a typo in E ., there should be a HAS at the end. If indeed there is a typo the answer should be E, if not the answer is D. the reason is HAS is singular it referes to the number of criminals which is singular not just criminals which is plural. is there a typo or not?

I am sorry folks, I have edited choice E. Choice E has a "has" in the end.

Thank you for your patience.

The answer is E. Again, I am sorry for forgetting to place the has at the end of Choice E.

Thank you for participating.

Guess that u must be between D and E
E 'allowing them to remain unconfined while performing specific jobs that benefit the public ' partticiple phrase modifying sentence.
D is verbose, and use of which is not correct. If it has been that, then it would contend. Which introdues non-eesential info.
