C i believe:
the number is singular, so "has" is correct.
WHICH DESCRIBES the infractions i think and shouls be 'are'

THE "NUMBER" IS CAUSED (DOES NOT MAKE SENSE) OR THE "INFACTIONS" ARE CAUSED?
I BELIEVE THAT THE "WHICH CASUED" DESCRIBES THE INFRACTIONS AND THEREFORE "ARE"

E doesn't make logical sense. How can one infraction cause a number of traffic fatalities in the last three years?

A) is incorrect for incorrect verbs "is" and "have" B) is incorrect for incorrect verb "have" C) is correct for correct verbs "is" and "has" D) is incorrect for incorrect verbs "is" and "have" E) is incorrect for incorrect verb "is"

We need has with singular the number so left with C and E.
E uses is we need are for infractions.
So, C.

here the subject is the number.......at a closer look is simple, otherwise this question can become tricky. number ----------> singular--------> has E is out because is ackward......hence C is the answer. Hope is clear.
