C i believe:

the number is singular, so "has" is correct.
WHICH DESCRIBES the infractions i think and shouls be 'are'

THE "NUMBER" IS CAUSED (DOES NOT MAKE SENSE) OR THE "INFACTIONS" ARE CAUSED?

I BELIEVE THAT THE "WHICH CASUED" DESCRIBES THE INFRACTIONS AND THEREFORE "ARE"

E doesn't make logical sense. How can one infraction cause a number of traffic fatalities in the last three years?

Why E is incorrect? We need to look for the non-underlined part..

"traffic fatalities" is plural and are caused by many DUI infractions no a single DUI infraction. Therefore "traffic fatalities" should be followed by "DUI infractions". E is missing this one. So it is incorrect.

A) is incorrect for incorrect verbs "is" and "have"
B) is incorrect for incorrect verb "have"
C) is correct for correct verbs "is" and "has"
D) is incorrect for incorrect verbs "is" and "have"
E) is incorrect for incorrect verb "is"

We need has with singular the number so left with C and E.

E uses is we need are for infractions.

So, C.

C is correct, because the number of is singular, and because infractionS, which ARE is ok

here the subject is the number.......at a closer look is simple, otherwise this question can become tricky.

number ----------> singular--------> has

E is out because is ackward......hence C is the answer.
