C i believe:
the number is singular, so "has" is correct. WHICH DESCRIBES the infractions i think and shouls be 'are'

THE "NUMBER" IS CAUSED (DOES NOT MAKE SENSE) OR THE "INFACTIONS" ARE CAUSED?
I BELIEVE THAT THE "WHICH CASUED" DESCRIBES THE INFRACTIONS AND THEREFORE "ARE"

E doesn't make logical sense. How can one infraction cause a number of traffic fatalities in the last three years?

completely agree with fluke on the explanation of why the answer is not E. My choice is C.

We need has with singular the number so left with C and E.
E uses is we need are for infractions.
So, C.

here the subject is the number.......at a closer look is simple, otherwise this question can become tricky. number ----------> singular--------> has E is out because is ackward......hence C is the answer. Hope is clear.
