This is a Kaplan question, and on option E the blank between "of" and "and" is not a typo (at least not mine).

Answer is B. Anybody care to explain? What does "whoes" refer to in B?

whose would refer to the closest preceding noun clause or noun - which in this case is "apartments".

That aside, I still think the correct answer is (a) as (b) creates a run on sentence with the last 2 clauses.

If I (correctly?) take the chaff out, then the sentence can be reduced to:

Jacob Riis visited <ABC> to <xyz> immigrant tenants' apartments, <modifier>, their floors {were} often serving as beds, and their walls {were} often windowless and dilapidated with age and neglet.

If we actually place the {were} there, then it does look incorrect to me.
