Well I think that "should carry on as the fourth caliph" also implies that Ali was already the fourth caliph. Having said that, A still sounds better than C

The correct terminology/idiom is "dispute over." D&E are discarded. B has if rather than whether. Since Ali has only two options, whether should be used rather than if.

A&C remain. C has "carry on and be the fourth"... GMAT does not like the use of be or being

Therefore A.

the problem in c is this
ali was going to carry on ... then and comes so carry on what ???
2) he was already a calipah so he need not be a fourth calipah
