I will go with E though HAD n WHERE is what makes E little confusing but then seeing other choices...IMO E is the best out of worst.

Hi, E to me also seems the logical answer as we are comparing places that had electricity to homes that did not & not Places => Electricity (As in A, B). C, D sounded awkward to me

+1 A The past perfect in E doesn't have another action related in the past that can act as a referent. B is not parallel. "there..." is not necessary. There are better choices. We must use it only when there are not better choices. C and D out.
