IMHO sentence will be parallel with following structure:

Though I don't like "where lighting had still been" in E, I will choose E over other choices.

I will go with E though HAD n WHERE is what makes E little confusing but then seeing other choices...IMO E is the best out of worst.

Hi,

E to me also seems the logical answer as we are comparing places that had electricity to homes that did not & not Places => Electricity (As in A, B). C, D sounded awkward to me

The past perfect in E doesn't have another action related in the past that can act as a referent.
B is not parallel.
"there..." is not necessary. There are better choices. We must use it only when there are not better choices. C and D out.

My analysis ....

A. electricity was in less than one percent of homes, where lighting was still : Seems correct hold , the where refers to homes , SV correct ( Electricity - was )
B. electricity was in less than one percent of homes and lighting still : Parallelism error
C. there were less than one percent of homes with electricity, where lighting was still being : Usage of being not required , where seems to refer to electricity
D. there was less than one percent of homes that had electricity, having lighting that was still : Had is not required
E. less than one percent of homes had electricity, where lighting had still been : Had is not required

This leaves us with A

I had trouble with this question too...OA is for sure A.
B, C, and D are pretty easy elims, so it comes down to A and E.

E is tricky, but can be eliminated because "where lighting had still been" modifies "electricity." The use of had still been is also incorrect, since it implies up until that point lighting was mainly provided by candles or gas but that is no longer the case. Anyway A is not that great either, but is the least worst.

Chose A

I couldn't find any grammar problem in original statement so pretty sure answer choice is A and it is

still, read through each answer choices. B,C, and D are easy eliminations

E - ',where' modifies electricity and the use of 'had' in statement sounds wrong to me
