(A) and (B) are definitely not the correct choices since one precent 'at' homes is not correct. (D) is not correct since it uses a singular past 'was' for 'homes'.

(C) and (E) seem close, but i will prefer 'was still being' to 'had still been' since 'had still been provided' doesnt sound proper. So my answer would be (C)

I think its B.
In the major cities of industrialized countries (at the end of the nineteenth century , important public places such as theaters , restaurants, shops and banks had installed electric lighting, but) electricity was in less than one percent of homes and lighting still provided mainly by candles or gas.

It is the major cities where lighting was mainly provided by candle or gas, not the one percent homes which had electricity.
In rest all options use of "where", "having" refers to the homes which had electricity and then states lighting there was mainly provided by the candle or gas. this changes the menaing of the sentence.

The un-underlined portion of the sentence has "had" (.........banks had installed electric). Hence this sentence has to have the correct past perfect construction. had in the first activity means that the second activity has to have a simple past tese and only in A. do we see the simple past tense.

D) having lighting is wrong tense
E) had electricity is wrong since you cannot use past perfect here.

I actually had doubt in E Vs A , in E correctly past perfect is not needed but the usage of where wrongly modifies electricity is also one more problem

In E, where incorrectly modifies electricity--> electricity, where...

However, where is an adverb, so I cannot understand how it can modify a noun.

Please, clarify this point.

Good question. I got this one wrong. Choose E. Now i feel the last part of the underlined sentence should be simple present.

Heres a MGMAT Forum discussion about this question that I found useful. Apparently, "where" can modify "houses" even though "houses" is part of a prepositional phrase...

A may be grammatically right, but it def. doesn't make any sense. Electricity was in house where lighting was still provided by candles. What is this supposed to mean? Was there electricity in those one percent homes?

I couldn't find one decent reply on this one. Here is my 2 cents

A) electricity was in less than one percent of homes , where lighting was still
B) electricity was in less than one percent of homes and lighting still - WAS is MISSING
C) there were less then one percent of homes with electricity, where lighting was still being
D) there was less then one percent of homes that had electricity, having lighting that was still - awkward
E) less than one percent of homes had electricity , where lighting had still been
