In the United States, injuries to passengers involved in automobile accidents are typically more severe than in Europe, where laws require a different kind of safety belt. It is clear from this that the United States needs to adopt more stringent standards for safety belt design to protect automobile passengers better.

Each of the following, if true, weakens the argument above EXCEPT:

(A) Europeans are more likely to wear safety belts than are people in the United States.
(B) Unlike United States drivers, European drivers receive training in how best to react in the event of an accident to minimize injuries to themselves and to their passengers.
(C) Cars built for the European market tend to have more sturdy construction than do cars built for the United States market.
(D) Automobile passengers in the United States have a greater statistical chance of being involved in an accident than do passengers in Europe.

D- because the frequency of accidents is not important, the severity is what matters....

C weakens the argument, because it introduces another factor which may be the casue for less severe accidents in Europe.... Meaning, in US seat belt regulation may not work....

E does weaken, because it does introduce the evidence that seat belt regulation in US does not affect the severity of accidents...

While the author's claim is that this law is FOR SURE needed in the US...

I agree with you. D

A; peopel in US are less likely to wear safety belts, so design changes in of safety belts will not work.

B; safety belts are not reaso, rather training is so design changes will not help in decreasing the severity of accidents

C; the sturdiness of the car reduces severity of accidents-weakens

D; accidents are more likely to happen in the US but this does not weaken the statement because does not tell you how severe they will be

E; does not work in other states-weakens

Conclusion: US should adopt more stringent safety belt standards

(A) Europeans are more likely to wear safety belts than are people in the United States.
<Weakens the Argument because the sentence shows that Europeans are more likely to wear seat belts so a stringent safety belt standard would not increase safety for US drivers>

(B) Unlike United States drivers, European drivers receive training in how best to react in the event of an accident to minimize injuries to themselves and to their passengers.
<Weakens the argument because if European drivers are better drivers from training in how to react during an accident, then a seat belt standard will not increase safety for US driversâ€

The OA is D.
As SimaQ pointed out, it is the severity and safety factors that are considered. Not the frequency of accidents.
