C for me because it says that

The question says hat you should be able to answer the question based on the information provided in the passage. It never says in the passage that the Postal service is prohibited from offering electronic transmission, it can only be inferred. However it is clearly stated in the passage that the electronic transmittal operators believe that the Postal Service makes a profit on first-class mail.

Key here is to identify speculative phrases such as "argue that if the Postal Service were to offer electronic transmission".
