In the United States, vacationers account for more than half of all visitors to what are technically called “pure aquariums” but for fewer than one quarter of all visitors to zoos, which usually include a “zoo aquarium” of relatively modest scope.
Which of the following, if true, most helps to account for the difference described above between visitors to zoos and visitors to pure aquariums?

proportion of vacationers as against local residents is higher in visitors to pure acquairum as compared to visitos to zoo. we are looking for a cause/ reason for this.
B gives a clear possible reason - most states have their own zoos, while pure acquariums are rarer- which would mean vacationers would tend to visit them while visiting a state which has both, as it is more likely that the state from which a vacationer comes has a zoo acquarium and not a pure one. this can give a possible reason and hence is corret option
A talks of local residents and not vacationers, and hence cant describe/justify behavior of vacationers- irrelevant

C - We ae talking or pproportion of vacationers in total visitors. C cant explain why the proportion is higher. it could be possible eplanation of why the total number of visitors to pure acqauriums is higher if that was the case
E provides no new information, it just elaborates in what is already dtsated in teh question - 'of relatively modest scope' cant povide a cause/ reason

D is irrelevant, it provides a statistic which adds no value to the discussion
