I think It is C
A is out because the paragraph talks about visitiors not the locals.
B is out of scope zoo and “pure aquariums" both can be in metropolitan city or country side.
D. is making an analogy by argument, which is a fallacy
E. it is also out of scope, because the size hasn't been an issue.
only C remains and explains the difference.

B for me. If only few cities have pure aquariums, the proportion of people from other cities visitting these aquariums will be greater than the proportion of people visitting zoos if zoos are in almost every city.

Going to a pure aquarium is more of a novelty attraction for travelers, because of their rarity. On the other hand, zoos are a dime a dozen available in most large cities.
