First we need to define the equation of a line using two points:
(x-x0)/(x1-x0)=(y-y0)/(y1-y0),
where (x0;y0) and (x1;y1) are coordinates of two points on this line.

Thus, using both info given in the task, we get:
(x-1)/(-2-1)=(y-7)/(2-7)
-3*(y-7)=-5*(x-1)
3y=5x+16.

Now we have to substitute x and y with our coordinates (4;12).
3*12=5*4+16, 36=36, which means that the point (4;12) lies on the line k.
