You are most welcome to post any questions no matter whether you have a solution for it or not.As for the problem above: if we knew the exact equation of the line K then we would be able to say whether it passes through the point (4,12). Each statement alone gives us a single point of the line K, hence we cannot get the equation needed, for example the line passing through the point (1,-7) might pass through the point (4,12) as well as NOT pass this point. When taken together we have two distinct points which define the line K thus we can say whether it passes the point (4,12) or not.
Answer: C.
