y=(-a/b) x+(-c/b)

slope=-a/b = 3/2

(1) a=4
b= -2a/3 = -8/3

sufficient

(2) c = −6

-a/b = 3/2

no relation betwen these two equations.

not sufficient.. we can't find b value
