Apply it to this CR. Let's negate those answer choices:
(E) The increased sightings of bird species in and around London do not reflect an actual increase in the number of species in the area --> there's indeed no increase in the number of bird species in the area --> the regulation was ineffective --> the conclusion is weakened ---> E is a needed assumption.

(D)An increase in the number of bird species in and around a city is not desirable ---> there's no need of the regulation ---> the conclusion is weakened ---> D is a needed assumption.

(C)The air-pollution problems of other major cities are not basically similar to those once suffered by London. ---> then, how can the statement author make such suggestion on other major cities? ---> the conclusion is weekened ---> C is a needed assumption.

(B) Air-pollution regulations on industry do not have a significant impact on the quality of the air. ---> the conclusion falls apart ---> B must be a needed assumption.

(A)In most major cities, air-pollution problems are not caused almost entirely by local industry. ---> those problems are somewhat caused by local industry ---> if so, the regulation can still be imposed ---> the conclusion is not weakened ---> A is not a needed assumption.

That's why it's A.
