On second look D is more appropriate as far as tense is considered.

B, C, and E misuse the pronoun "they." D is phrased in the passive voice.

My bet`s on (A)

I feel D could be the right one.
In B,C and E, usage of "they" is a mistake.
In A, I think "for the building of" is wrong usage. Any comments?

well the answer shud be A...

I think except for A all others use passive voice like they could be used or they might build and I feel this does not suit here especially for a thing that has already happened.
What do u guys think....
