The use of the progressive tense that is normally used to describe something that is occurring at a particular moment of time, or for a short period at the most is inapt in the choice E. The view is a generalization and hence it needs a simple present. So also, in saying that the NLB is accusing, there is no hint of whether NLB will continue to accuse, although this is a ground-breaking case. So E wrong.

‘View to be’ is poor idiom. ‘View as’ is correct. Therefore, choices 1 and 2 are out. Between 3 and 4, choice 3 is a run-on without proper conjugation between two independent clauses. 4 survives with proper structure and verb tense.
