Answer is D
In this question, we need to choose the naswer that best supports the passage and the plan.
Only D seems to support the pasage.

What is the source of this question?

I got the answer by POE.

To vindicate D my reasoning is - the smaller piece of a big cake is better than a larger piece of small cake. (Percentage matters). So if they avoid the 10% high earners, the IRS is at fault.
