Correct: Shot on money, Tanya knew that the car was the best one she could find

Could someone help me explain why the sentence is correct/incorrect please.

Who is/was short of money? Car or Tanya?
Tanya right, so we need Tanya after the comma. The part before the comma acts as adjective modifier.
