Industrialists from the country Distopia were accused of promoting the Distopian intervention in the Arcadian civil war merely to insure that the industrialistsтАЩ facilities in Arcadia made substantial profits during the war. Yet this cannot be the motive since, as the Distopians foresaw, DistopiaтАЩs federal expenses for the intervention were eight billion dollars, whereas, during the war, profits from the Distopian industrialistsтАЩ facilities in Arcadia totaled only four billion dollars.

The initial statement is that the industrialists promoted intervention for their own profit.
The claim is that this can't be true because Dis industrialists in Arc. only made 4 Billion profit and federal expenses were 8 billion.
It is assuming that the industrialists contributed to the 8 billion and this cancelled their 4 billion profit.
This is flawed if the industrialists didn't pay the federal expenses because then they made 4 billion profit without cost. The answer B gives this information (or rather it tells us the opposite i.e. that non-industrialist paid most of the 8 billion).
