accused of promoting the Distopian intervention in
the Arcadian civil war merely to insure that the
industrialists' facilities in Arcadia made substantial

since, as the Distopians foresaw, Distopia's federal
expenses for the intervention were eight billion
dollars, whereas, during the war, profits from the
Distopian industrialistsтАЩ facilities in Arcadia totaled
only four billion dollars.

B is best. The argument erroneously compares Distopian federal expenses with the Industrialists' profits. If the largest proportion of federal expenses are borne by those who DO NOT have any profits, then the comparison basis is flawed. This means that those who DID made profits did not have much expenses and thus points out the flaw in the argument
D is out of scope. We are not interested with what they made before the war
