My univ also wouldnt send it across by itself. So once I got the copies, I put removed them from the sealed envelope ( I dont think the 'sealed-envelope' is a very big thing with these schools , is it ?) and packed them back into a convenient package of my own.
I have received acknowledge about the documents being received and no complaints as yet about they not being in a sealed envelope

My university sent me a scan copy of my grades (so not certified) that I printed out and put along with a certified copy of my diploma in one UPS enveloppe. I called INSEAD before sending it and they told me that only one of the two docs (diploma or grades) needs to be certified, nothing about a sealed enveloppe.
I sent my GMAT and TOEFL results separately (I don't even know if it was needed as Insead was one of the school I selected).
I received some time ago a confirmation that my application was complete and under review
