Decourage Pas. It's not a rejection, you can retake the GMAT. I believe quant score is not that difficult to improve. Do more exercise then.
Does the letter mention that before which date, retake the GMAT and got a satisfied score, you can continue your application?
Well, if I improve it within a year, I only need to resubmit with a short re-application essay of the main difference between current application and the new application. Current GMAT is 650, Q42/V38. I'm about to submit application for other schools, so may begin studying for GMAT again soon after, but it will be for Sept 2014 intake.
