I wonder why the structure in this sentence has present perfect and present tense connected together with "and". Is that grammatically correct?

Iam sorry pal. I can't help you with the explanation
.
But to get more participation and responses to your questions, you could
do the following.
a) Underline the part that is not correct.Ppl tend to skip a question if it is not underlined.

b) Don't reveal the OA .Itz like fighting a battle when you know the result.

c) If you don't get any help on the explanation on any question that you have posted, send an offline message to Paul,Praet or some verbal guru. They will surely help you out.

I keep in mind these simple things for any doubts that I have.

INCORRECT - now it draws on the works both of contemporary Hispanic authors who live abroad and of those in the
United States.

CORRECT - now draws on the works of contemporary Hispanic authors, both those who live abroad and those who
live

--There is redundant pronoun "it"
--Unparallel construction of clause describing Hispanic authors....B corrects it by saying....

Hispanic authors, both those who live abroad and those who
live
