The coordinate conjunction joining the two independent clauses requires a comma before it.

(A) 'it' doesn't refer to something, moreover '..both X and Y...' X and Y must be parallel

(B) '..both those who live abroad and those who live...' is parallel and the best answer.

(C) same mistake like in (A)

(D) not parallel and awkward

(E) not parallel

I dont see where it says it is a run on sentence.

Note the familiar structure:
"Intar... has moved away... and now draws on..."

Simply realizing this common structure and I believe B is the right choice.

2. usage of IT - It can refer to Intar or new york or company - A and C eliminated
3. Ellipsis - of contemporary Hispanic authors(X) who live abroad and of those [who live] - those should be followed by who live - A, D, E eliminated
