B maintains parallelism and idiomatic construction: now + verb present tense.

There's no doubt that "......it now draws on the work of Hispanic authors, both those who live abroad and those who live ...."

B for paralleism.
Besides parallism, these choices has other errors...
A - incorrect use of both
C - what is it referring to?
D - both is incorrectly placed
E - use of "now" is awkward,
