NO, YES, N0.
it takes more time to understand the problem than to solve it.

the problem is that if we increase the number of cheap products and reduce the number of expensive products, the cost per baby will reduced if the number of expensive product reduced is lower than the number or cheap products.

But the question in IR is hard most of times.
