'and also' is unidiomatic, so A and B are out
C is out b/c it is too wordy
my gut tells me you can't 'lessen time', so that leaves us with E
I believe ellipsis applies here, so E is ok

OK I'm going to take an almost mathematical approach here
typical usage of both is
Both mary and jane....
not both mary , and jane
so A and B are ruled out
C & E are too wordy so I betting my money on D

lessens, literally, means decrease in size/quantity. time can't lessen, can only shorten.

Answer is E.
I got it right..but this question gave me an opportunity to get deep into this issue of ellipsis. I feel that concept of ellipsis is applied here in a very direct way. I suspect that during the actual exam, if this type of question pops up, then in the heat of moment..it can confuse me if iam not very sure about ellipsis.
Can anybody really demonstrate the ellipsis funda here and settle the issue proving why RATHER THAN THAT OF in C is unnecessary.

Yes, it was between C and E but C has a fundamental error.
shortens the advance-purchase requirement for family travel to a minimum of seven days rather than that of fourteen
"that of" would compare:
"the advance purchase requirement for family travel"
to
"the advance purchase requirement for fourteen(?!)"

hi ...
let me add a little bit more here...
actually here thr is no COMPARISION between any two things we usually use ' that of' only to compare one 'thing' with 'another '
here the 'advance purchase requirement ' is only one thing and it does not have any othr '' sales gimmick'' to be compared with here...
also what we intend to show here is a contrast rather than a comaprision ... and that contrast is ''seven days from fourteen''
which is rightly done by E ... I was inclined towards D at first but thanks to many here... I know it better NOW!
